ROADS
- Bill Barnard Painting Lines on Roads Will keep in
budget
- Update
- Road Formans Meeting in New Haven Jan 24th
- Need new trailer to haul chloride Would not be over
1000 gallons.
- The 99 truck is due to be replaced or at least put a
new body on Will not be looking at a new truck this year. Will keep money
in budget for a new box.
- New Tractor Paul Choiniere is interested in
purchasing the old loader and the tractor. Burt Allen will talk to him.
- Tandem Truck Not this Year
- Need a conveyor - Discussion of how dangerous it is
not to have one. Cant put layers of materiel against the building sides.
Discussion of how much a used one would cost. Perhaps Gary Orvis could
build one.
- Need full set of signs and barricades will put in
budget.
- Need a Pindle hook O.K. to purchase one.
- Town Shed Would like to add a wash rack add on to
town shed on west side. Could be made wide enough to store the grader. No
action
- Enclose the pole barn maybe heat it. - No action
- Certificate of Mileage Signed and hold for more info.
on ancient highways.
- Nextel phones Will continue. O.K. to replace the
phone that broke.
- Dog Team Street Lights Some want on; some want off.
Discussion Burt Allen told CVPS to turn off the light by the restaurant
location, because the person across the street was complaining. Received a
call from someone on the road asking why the lights had been turned off.
People hangout in the parking lot and by the river, and get into trouble it is
better to have a light. Will revisit the situation in the spring.
- Set up meeting with Panton Selectboard Ron Atkins
Trading work. What are the liability issues of this?
- Town / Palmer Agreement Burt Allen will talk with John
Palmer.
NEW BUSINESS
Visitors Business:
- Suzy Roorda Town Hall Applications. Travis Paquette
has not gotten back to Suzy.
She tried to get him to come to this meeting. Burt Allen
did talk to him. Travis Paquette
said he was charging just enough to cover certificates for
the kids. He could raise his prices enough to give some to the town. Burt
Allen - saw no reason to charge him. Keith Hall - it is important to treat
everyone the same. There is still no proof of insurance or a copy of his
registration form. Will call VLCT about the liability involved. Current Town
Hall application expires on Jan. 16th. Selectboard will wait until
Travis Paquette comes into talk with them.

Dave Pidgeon Would like the Selectboard to not accept any
petitions for political causes. Keep the Town Report and Town Meeting as New
Haven business.
- Ball Field matching grants $17,000. This is a
reminder to put money in the budget for the agreement signed last year for
matching funds for a grant to put the land behind the school and Town Hall
into recreational use forever. Burt Allen cant see spending any money on a
ball field until they know what is going to happen to the Dana - King House.
Discussion of what to do with the Dana-King House.
Roger Boise Dont do anything about offices until there
is a decision on what to do with the house.
Susie Leonard The Town has supported keeping the house
with several votes. Many people would like to see the house used for
something. The community needs to be informed. More discussion.
Discussion of fire safety and distances needed if the house
is left / the L is taken off and a new building is put up.
- Jerry Smiley Town Office Space - cost estimates 8:00
pm - The cost estimate came out near 1 million for the project. This seemed
too high so Jerry Smiley went back to Bud Carpenter asking him to please
submit some more information. He came back with a number of $327,000.00 for
the building which does not include many costs involved in the project.
Discussion of differences between estimates. Jerry Smiley is not a licensed
architect, but does have experience. Bud Carpenter would provide structural
engineering and would count on sub contractors to get State permits. Jerry
Smiley is concerned that sub contractors may not be able to get State
approval. Jerry Smiley suggests that the board hire Susan Randolph Davis from
Monkton to be the lead architect to over see the project. The board could
interview her. Jerry Smiley has discussed the idea of her providing partial
services. Jerry could still do work on the working drawings and go to the
State. And Susan Davis would provide official stamps of approval when needed.
Discussion of the bid process. Supervising architect and clerk of the works
would be required. Discussion of trying to get accurate comparisons.
Discussion of deciding what the town wants and then putting the information
out to bid. So everyone is providing the same service. People are
uncomfortable with asking one person if they can do the job. Discussion of
not wanting to build cheap and have things left out that should have been
included. That is different then building inexpensively. Discussion of
options and what should happen next.
Dave Pidgeon Dont do anything until something is done
with the Dana-King House. He believes that there will not be a need for books
in the future that everything will be done electronically.
Discussion about adding on to the current Town Hall.
More discussion of what to do next. Selectboard would like
to have the town vote on what to do with the Dana-King House.
- Keith Hall Motion to pay bills and sign pay orders and
documents. Second Paul Audy all agree.
- Keith Hall - Saw a demonstration of a floor burnisher
It heats the floor and refinishes it. Would need to be done every few
weeks. $2100.00 School would pay half. $90.00 per month for 24 months
purchase for $1 at the end of the lease. Paul Audy O.K. to purchase with
school. Second by Burt Allen, All agree.
- All Selectboard alternates agreed to accept the
responsibility if needed.
- Outside agency petitions change of request If the
dollar amount is changed the agency will need to file a petition in order to
get their request on the ballot.
- Listers Legislature changed the law regarding Veterans
Exemption from $10,000. to $40,000. Three people in town who qualify Would
need to put an article on warning. Will put an article on the warning.
- Auditors will be over budget - did work in same calendar
year as last years auditors. Budget request $3000.00 for 2007.

Agreements Expiration of All Prior agreements. Municipality will have to
make up the education tax from any exempted properties.

stating the Town does not wish to participate in the appeal

- Vermont State Certificate of Mileage.
- Keith Hall Review of joint agreement for division of
custodial work. Added that: the school custodian will dry mop the gym floor
after school. The school will be responsible for the daycare that operates in
the cafeteria; this includes cleaning up, cleaning bathrooms, and providing
supplies for the operation and maintenance of this activity. The town
custodian will wet mop the gym floor at least once a week. In the long term
it is recommended to purchase / lease a floor burnisher jointly with the
school. This would prevent the slippery floor issue and help restore and
protect the floor. Cost of $2100.00. Could be purchased for $90.00 month for
24 months, with a $1.00 purchase at the end.
