Read and approve minutes make corrections if needed. 

ROADS

• Update – Things are moving right along,  They will need another culvert on River Road
• Flooding on Sunday August 20.  Beldon Falls Road and River Road –

Beldon falls had about 4 feet of water going through the underpass.  The road has been repaired.  We still need a solution to this reoccurring problem.  Katie Reilley will be contacting the railroad.  River Road is still closed and they will be working on it this week. 

They have a few more days left on Twitchell Hill.  Discussion of costs and where to get gravel.

Scott’s Striping has finished painting the lines on the road.  Phil Busier hopes to be able to touch up the lines every other year. 

• Route17 / East Street intersection – no action
• Town / Palmer Agreement – Talked to John Palmer and he is making some adjustments to the agreement.
• Sign over wt permits -  signed

NEW BUSINESS

Visitors Business:

• Assessment for VT Power Plant – The Listers have looked back through the records and have not been able to find any documentation of an agreement.  All the previous documents mention the output as a way of determining the value for the property.  This amount is set by the State.  
• VELCO - ROW – Keith Hall has all the information.  Discussion of whether a town vote will be required or not.  This is an easement not a sale of assets.  Current market value of farm land is around $7,000.00 per acre.  Discussion of getting an appraisal and if that would be cost effective.
• Jerry Smiley – Town Office Space – The board has all the information he has previously presented.  He has a few more questions and is willing to answer any questions

 1) Original letter was not clear if he had permission to include the library project.  Selectboard O.K. to work with library

2) Still waiting for information from Bud Carpenter – Should have in a few days.  Discussion of putting the project out to bid.   Discussion of making sure that Bud Carpenter provides all the necessary information for a public building.

3) Does the board want to have a professional estimator provide a cost estimate?  Will cost around $1,000.00 to $1,500.00.   The estimate would be done based on the drawings and outline.  Would be a good investment prior to the bid process.  May want to do this earlier rather than later incase the number comes in higher than you think.  Board will probably want one prior to a vote, but they need to decide what they are doing first.

Discussion of the bid process and Bud Carpenters design.

4)  What else does the selectboard need to move forward with this project?   - Waiting for information from Bud Carpenter.  Discussion of buying a double wide and using that.

King House is being left alone in this plan.

5) Deed transfer issue that need to be resolved.  It appears that the school will be dealing with the parking in front on their own.  They have some grant money and are doing a study.  The Town / School agreement allows for about 120 feet of land exchange.  The survey for the recreational land does not allow for this distance.

Jerry Smiley is on hold until he hears from Burt Allen and Bud Carpenter.

• Zoning Violations – Discussion – Has been turned over to the town lawyer.  Violation fines could be adding up to a rather large number with each day being a new violation.
• Changes to the Grand List – Selectboard approved all errors corrected by the lister for this year’s grand list.
• Wayne Marcelle – Changes to dog ordinance and warrant to kill  - no action

• Ouimette – Motion to dismiss law suit from John Madden
• Vermont Railway – believes they are exempt from paying taxes – Sent to Town attorney
• New Haven Community Library – Letter supporting Jerry Smiley proposal for library space.  pictures showing how small and crowded the library is.  The Library has been flooded 3 times this summer.
• Vermont State – Natural Resources – Conditional Use Determination – Champlain Oil
• Vermont State – Attorney General – Letter to copier company suggesting they come and pick up the copier.
