Received resignation from Amos Roleau III. He will not be
attending any more Selectboard meetings.

ROADS – update
- Phil Busier – (See hand out) – Would like to get a
conveyer or something to help with piling of the sand. It is dangerous and
difficult to get the sand properly stored in a pile. He would like to see if
other towns would be interested in purchasing a conveyor that could be
shared.
Would like to replace the box on
Scott’s truck. He would like to have a rear and front sander. Phil will get
more information and pricing.
The Town of Panton helped New
Haven put up sand and New Haven will be helping them put up their sand. The
Road Crew was interested in getting the sand out of the pit in order to be able
to crush gravel.
Beldon Falls Road – Phil Busier
is trying to work with the State on a solution. He would like to put in a box
culvert.
Discussion - Munger St. Hope to
start replacing culverts in the next few weeks and be ready to start the paving
work shortly after that.
Discussion – North St. Has
replaced one culvert. Would like to replace about 20 more culverts.
Campground Road – Working with
Pike’s to maintain the paved portion near their plant.
Discussion of sink hole on Plank
Road.
Twitchell Hill Road – Would like
to get a top coat on the road as soon as possible. The road is getting more
traffic and it will get ruined.
Discuss tractor trade-ins and
options.
- Palmer / Right of way – no action
- Route 17 / East Street intersection – no action
- Adelphia Cable – Would like to do some work / easement
on Munger St. – Greg Beers – Adelphia is extending service up River Road and
then Down Munger St. to Middlebury. Would like to install ¼ inch conduit for
3 cables. 2x3 hand held flush mount with a rise at each pole. About 2600 feet
would be in the Town ROW. Munger St. is a 2 rod road. Phil Busier will walk
the road with Adelphia. Discussion of liability and insurance issues.
Adelphia will be drafting a letter of consent.
- Over Wt. Permits - sign
NEW BUSINESS 7:20
- VELCO – will be using helicopters for some installation
work beginning July 12. Will be working from 7:30 am to 5:30 pm will take
about 3 weeks.
- George Crane – Would like information regarding contract
with Sheriffs Dept. – Would like to lodge a complaint about the Sheriffs
Dept. He believes that people are being profiled prior to being ticketed.
Vehicles with only one person in the car. Also concerned about the testimony
being offered in court as well.
Discussion of complaints about people traveling too fast on
the roads.
Burt Allen will discuss the matter with Jim Coons.
- Town Hall Maintenance – Town’s person has noticed that
some things are not being done and would like to do the job. Selectboard will
ask the current custodian to come to their next meeting.
- John Madden – Zoning Regulations /
- Petition – Selectboard received a petition on June 26,
2006. The petition was supported by at least 5% of the registered voters of
New Haven. Verbal information from the Secretary of States Office was that
the petition was not valid. The Selectboard decided to look into the matter
and has asked the Secretary of States Office to provide information in
writing to verify the verbal conversation. Information has not been
received yet due to vacation schedule of Kathy DeWolfe. If the Selectboard
decides the petition is valid they have to hold a vote within 60 days.
- Burt Allen wondered where the list of questions and
changes relating to the zoning regulations was.
- John Madden - Is more concerned about the petition he
filed for a town vote on the bylaws. His file was filed prior to the
decision and he believes it should take precedence to the decision.
- Paul Audy – Town has spoken with the Secretary of
State’s Office who said it was not a valid petition. There were so few
people at the hearings that he does not see any justification for calling a
town vote. (Follow up from town attorney: the selectboard has full
authority to adopt the regulations regardless of the petitions validity,
since there has not been a vote at this time the selectboard is required to
act on the current law.)
- John Madden – Has not been able to find anything in
the Statue’s about the wording of a petition.
- Discussion of the signatures on the petition and not
being a proper way to get signatures.
- The selectboard is still waiting for a letter from the
Secretary of State’s Office to determine the validity of the petition.
- Lisa Sanchez – Still interested in the selectboard
position. Has vast knowledge of how things work in Montpelier. She is a
quick study and would like to do the job.
- Appointments – Selectboard – Interested people are: Lisa
Sanchez, Jim Gallott, Keith Hall and Betty Bell. Andy Dykstra and Pat
Paquette were also approached to see if they might be interested.
- Selectboard appointed Keith Hall to fill Amos Roleau III
position on the Selectboard.

– Grand List 1,487,752.51 Amount to be raised for Town $895,321.13. Recommended
Rate .6018. Selectboard set rate at .6018 to .061 depending on how the computer
program will allow for rounding.
