Read and approve minutes make corrections if needed. 

 

Roads

Phil Busier – Discussion of rubberized sealing product for roads.  Application of this new product on some of the roads would prevent them from needing to be resurfaced for a few years.  Cost is $2.70 per Sq. Yard.  Selectboard would like to see how much money is left over after they finish the paving; and would like to know more about the new product. 

Discussion of roads that need to be resurfaced.  Plank road needs a 2 inch top coat.  Munger Street North of Cobble Road needs to be chewed up and re done.

Discussion of group purchase of a hydro seeder.  Selectboard had previously said they were not interested.  Price of $ 360.00 per town has come back.  Selectboard still concerned about how the maintenance would be handled. What would it cost to hire the work done?  Currently Phil Busier is doing it on his own – Selectboard O.K. to continue what has been done.

Discussion of trying to order cutting edges for the plows in bulk for the neighboring towns. 

Discussion of the need for a Selectboard member to go to the National Incident Management System (NIMS) training.  Training is being provided around the county.  Towns will no longer be eligible for Federal funds from FEMA without this training. Training in Middlebury on Thursday at 8:00 am.

Phil Busier will be borrowing a tractor from the Town of Panton for roadside mowing.  We scraped some roads for them in the spring.

Road crew has begun regular summer maintenance. 

Betty Bell has asked if the Road Crew could help cut some trees at Evergreen Cemetery.  They would need to have a truck with ability to get up and over.  Phil will look into costs involved.

Underground fuel tanks can not be used above ground.  Tom Boise has expressed interest in them.  There are two 550 gallon tanks.

 

 

 

 

 

 

 

 

NEW BUSINESS

Visitors Business:

Burt Allen – concerned about making sure the paper work gets signed by the feds. And where this money is going to come form.

Discussion of process.

Kirstin Pitts will get an estimate of the surveying costs for the Selectboard. 

Jerry Smiley –Has been working on a plan for new Town office building and wondered how the previous estimate for site work and parking fit together with this.  It is his understanding that the only reason to move the ball field was to meet the zoning regulations if they moved the King House.

Discussion the ball field has needed work for many years.  There are many good reasons for moving and re-doing the ball field. Plus the fact that we have just been granted money to do it.  Not related to the King House or Town Office projects.

 

Paul Audy – Selectboard is not sure about the time frame for Amos Roleau’s departure.

Burt Allen – The board needs to be accountable to the people.

Lisa Sanchez – Is familiar with balancing books and knows about being fiscally responsible.  Knows how to do fund raising.

Burt Allen suggests – Come up with efficient cost analysis and give it to different contractors asking them to bid.

Jerry Smiley – Needs to know who and what State approvals are needed for Public Buildings; if an engineers stamp is needed.  Who / what is needed / required from Labor and Industry?  What type of plans will be needed to outline specifications and get estimated costs.  Would then like to budget minimum amounts for parking and King House foundation restoration and hold the contractors to the bid.  Hoping to get each for around $100,000.00.  Hoping that all projects put together will come in under 1 million.  At this time no other fees have been plugged in for clerk of the works etc.   Suggested that the board talk to the Town lawyer and get back to him with what to do next and hopefully help in clarifying the bidding process.  Discuss trying to get everything in order to vote in the fall or next March.
