Read and approve minutes make corrections if needed. 

ROADS – update

Phil Busier – Plow angle cylinders were leaking and have been sent to Burlington to be repacked.

Found some more culverts that are collapsing

• Continuing with Spring clean  up
• Would like to order plow blades – Will be ordering now and paying for in the fall.
• Most equipment has been painted / new dump box is on.
• Palmer / Right of way
• Route 17 / East Street intersection – needs to be re-marked.
• Culverts – Grant funds will need to be returned. All being worked on.
• Over Wt. Permits - sign

NEW BUSINESS  7:15

• Fire Dept. – Dave Heisler – Fire Warden and Lock Boxes – The Planning Commission thinks it would be a faster process to make an ordinance.  Selectboard will look into making an ordinance.  Discussion of need to make sure people know about the ordinance.  Further research shows that the state will follow up on lock box installation for commercial buildings if the Fire dept. has a policy.

Selectboard will appoint Dave Heisler to take over as Fire Warden for George Apgar.  Mike Dykstra will remain as Deputy Fire Warden.  Will contact State for paper work.

• Cris Messerle – Zoning - The Planning Commission has held their public hearing on the amendments to the Zoning Regulations.  They made 3 changes as a result of their public hearing and are passing it on to the Selectboard for their review.  The changes were to remove Yacht club as an allowable use; will include a veterinary clinic as a conditional use in an RA -10 district; and to correct the map to show the already existing industrial zone on Town Hill Road.  Selectboard will hold their public hearing on Tuesday June 27^th at 8:00 pm. 

Selectboard gave approval for a Junk yard permit for Floyd Bartlet who is looking to lease property from Robert Stearns and would like to continue the junk yard.  Robert Stearns License has expired.

Discussion of zoning violation on Route 17.  The building was built too close to the road. The owner did not call to have the footing inspected as they were supposed to.  A violation was issued.  The decision was appealed to the Zoning Board of Adjustment. The ZBA did not allow a variance.  The owner has not made any effort to remedy the situation.  What would the Selectboard like to do?  Suggestions for moving the building were discussed; could move the building sideways or split it in half and place on each side of driveway.  Selectboard will try to work with the land owner as much as possible, but has to follow the rules the Town has voted for.  The Zoning Administrator will send a letter with suggestions and listen to other options; Will be given 30 days to remedy the situation before turning over to the town attorney.

Discussion of petition received to amend the Town Plan and Zoning Regulations to change some of the RA-5 district on Route 7 to highway commercial.  The petition will be taken up by the Planning Commission at their June meeting.  They will look at and potentially adjust any technicalities that may exist, they will then need to hold a public hearing and pass it on to the Selectboard who will hold a public hearing and then on to the voters for approval or denial.  The Town Plan portion would need to be acted on first.  This will take several months to happen. 

Steve Dupoise – Would like to know if the Selectboard plans to hold their public hearing on the Zoning Regulation Amendments and what they intend to do.  Selectboard would be willing to approve the regulations if there are no major changes.  Most of the changes made for this amendment are required by the State.  Presented Act 250 questionnaire for Selectboard to sign.  Signed.

• Friends of the Library – Maryann Tricou and Julie Day – Have seen Jerry Smiley’s plans for town buildings and would like the Selectboard to know that the Library Board is in support of those plans if they decide to move forward.  Library is concerned about when something will happen the Library does not have enough room. 

Burt Allen – Has spoken with Bud Carpenter and had a quick drawing put together; long barn type structure. 

Discussion of how badly the Town Offices need to be moved.  Discussion of how much time and work have gone into this process.

·        Copier - Continual problems with copier – will not be paying lease until copier works

Amos Roleau turned in resignation will continue until someone else is appointed.

·        Vermont State – Family Court – Madden vs. Town of New Haven – case dismissed

·        Addison County Regional Planning Commission – Work Shop on Emergency Planning May 16

·        Lincoln Applied Geology – Underground Tank  Removal

·        Agency Natural Resources – Dupoise – Discharge information

·        Planning Commission – Changes to Zoning Regulations – Planning Commission held their public hearing and made a few minor changes.  The selectboard will need to review the proposed amendments and hold a public hearing. 

·        Petition to change Town Plan and Zoning Regulations – Needs to go to the Planning Commission
