Read and approve minutes make corrections if needed. 

ROADS Update

Phil Busier – Working on finishing winter odds and ends, painting signs and getting ready for spring.  Would like to build some forms and do some work on the Nash Bridge.  Will try to find some grant money.

Would like to re-claim 3/10 mile on Munger Street. (Starting at the Middlebury end)

See list of other paving to be done. 

Would like to move sand for next year soon.

Discussion of sink hole on Plank Road.  Will need to be dug up and fixed for good.

Would still like to get a tractor / mower for road sides.

• Culvert grant work - Must complete last year’s culvert work from State Grant or lose the funds.
• Underground tank Removal
• Route 17 / East Street intersection
• Town / Palmer Agreement

NEW BUSINESS

Visitors Business:

• Suzy Roorda – Events Coordinator – Has been working on three different positions parks, recreation and the Town Hall schedule.  The work has increased and the jobs all blend together she would like to get paid $5,000.00 per year for each position.  The calendar is full, she gets numerous phone calls, and she checks the building after each use.  Discussion of safety issues late at night.  Wayne Marcelle will check building on nights when he does bathrooms.  Discussion of the park by the river.  May need to get the sheriffs dept. to monitor.  Discussion of wages and what the job is.  Might average 15 hours a week.  Concerned about wages for Jan and Feb.  Selectboard determined that the amount voted from 2005 and paid in December was for the time period from Town Meeting 2005 to Town Meeting 2006.  There will be no additional pay for Jan. or Feb.  Will pay $15.00 per hour for an average of 12 hours a week. ($180.00 per week)  Will pay the two timecards just submitted at the weekly rate.

• Al Karnatz – Planning Commission – The Planning Commission is hoping to approve the amendment to the Zoning Regulations at their meeting on Thursday.  The amendments correct the zoning districts at the Jct. of 7 & 17 and where Steve Dupoise is.  As well as updating the Statutory changes in act 117.  This will cause the zoning districts to mirror those in the Town Plan which was passed at Town Meeting.  They will be holding a Public Hearing in May. 

Jerry Smiley – The Legislature changed the law so that the Selectboard can make changes to the Zoning Regulations.  He strongly suggests that the Selectboard present the changes to the voters.  He believes people will riot if people don’t have a say.  Spoke of Town being divided on many issues.

Al Karnatz – Discussion of vacancies on the Planning Commission.   Would like to keep the Zoning Administrator as a separate entity not on the Commission.  John Evers declined the appointment.

• Betty Bell would like to continue to mow King House for $27.50 per time. Selectboard O.K.
• Wayne Marcelle – Animal Control – unable to attend.

Roger Boise – Would like to see a new building for town offices.  The proposal was too much money and an old building that will never be right. 

Amos Roleau – The Town will need to vote on what they want to do next.  Discussion of potential survey and problems with surveys.  There have been 3 different committees and three votes to save the house and to bond votes not to spend money. 

Jerry Smiley – Would like to see very informed questions asked.  Things have changed.  Many people think new will cost less.  Many people would like to see the house saved.  Too much money.  People are tiered of the process.  He would be willing to work on a new proposal.

Discussion of a potential survey.

Paul Audy – Selectboard needs to come up with a plan and ask the public what they want.

More discussion of what to do.

John Madden and Jerry Smiley will get together and come up with some thoughts and present them to the board.

Amos Roleau – We need to find out what the town wants.

More discussion on building types.

Received a petition to reconsider Article 2.
