Read and approve minutes make corrections if needed.
AGENDA: Result
- Ouimette – Madden – 6:45 – 7:15 Motion to enter and exit
executive session to discuss litigation. Motion to allow James Ouimette to
sub contract some of the work if needed. All agree.
- Peter Norris and Tad Powers– Zoning – 7:15 – 8:00
Motion to enter and exit executive session for discussion of litigation
issues.
- Ouimette – discussion of terms for easement or right of
way for potential septic transport to go under North Street. Guide lines -
bore under road, below frost line, with a sleeve, location and plans approved
by Selectboard prior to work being done. Certification and inspection of
work. Certificate of compliance with State and Local specifications. Work
with Road Commissioner. Owner would pay for any expenses to move or repair.
Must be kept in good repair, No hazardous materials. Will be in form of a
permit. Ouimette will write up the final documentation.
Discussion of whether it is worth pursuing litigation with
the Martel’s for money owed to town.
Selectboard decided not to pursue.
Visitors Business:
- Champlain Oil – Paul Wamsganz – Jiffy Mart – Flood
district issues – 8:00 pm - Concerned about being in the Flood District. He
believes the Selectboard has the authority to adjust the Town Plan / Zoning.
He will be going to the Zoning Board of Adjustment for a Conditional Use to
tear down and reconstruct the gas station / store. The board is not able to
make a determination due to the Flood District. He has been talking with FEMA
to have the flood maps changed. Discussion of Army Corp of Engineers needing
to change their specs first. The elevation levels on the property are higher
than those near the road that are not in the flood district.
Ramona Morse – Owner of the property next door is in the
same predicament and would also like the district changed. Discussion of the
district being highway commercial with a flood district overlay. So the
properties would be in both districts. Discussion of water levels in the past.
Discussion of process to change. Selectboard is willing to change the district
and will look into proper procedure to do so.
Latest raises will not
begin until after Town Meeting. Change to weekly time cards for most
employees.
Discussion of Loader prices.

- Sign Final Budget
- Sign Town Meeting Warning

- Sign over wt permits
- Sign misc. documents as needed.
- Appointments – Zoning Board of Adjustment – They
are unable to function with an incomplete board – Please take action - Paul
Audy will talk to Watson Scott and Peter Carothers.
