Read and approve minutes make corrections if needed. 

NEW BUSINESS

• Kirsten Pitts – Playground – President of the Friends of Beeman – Would like to request that the Selectboard put a line item in the budget for $7,000.00.  Nothing has been done to the playground for a long time.  Six pieces were condemned and had to be removed prior to the beginning of school.  They have been fundraising for a few years and have raised around $7,000.00.  The plan for equipment would cost around $30,000.00 in total.  Would like to purchase a slide complex first for around $15,000.00.  This would be 25% of the cost.  The Playground is used by both school and community.  They are also writing a grant.  They would like to use money toward matching funds, which will help in getting grant money.

Selectboard is willing to put in an additional article at Town Meeting.  All agree

• Charles Roy – Culvert – Regarding the culvert to his new house. There was a culvert going to the sugar house; that culvert was in need of being replaced and more ditching.  He thought that the town would replace the old culvert at no charge.  Does not know why he should pay for the new culvert.  He thought it would be the same as if the town replaced the one by the sugarhouse which has been removed.  Would have kept the old access if he thought he had to pay.

Amos Roleau – Why would you have to culverts 30 feet apart?  The new one is in a better location.

Discussion of whether there is a road access permit.  Zoning Administrator will not issue a certificate of occupancy until all is settled.  Amos will talk with Road Commissioner and Zoning Administrator.

• Travis Paquette – Town Hall Use – Would like clarification of his Town Hall Permit.  He has been doing martial arts classes for awhile.  He does not make any money from the classes.  He does collect fees for equipment and testing.  Discussion to make sure this is not a money making arrangement.  Decided it is for the kids and that there is no money being made.  Selectboard waived fees.  All agree.

Betty Bell – Cemetery tree – Who is paying for the lift?  Jim Apgar will be taking the wood and road crew will chip the small stuff.   Amos Roleau will look into.

• Office assistant / grant writing part time – All areas of town getting busy will hire a person to do some computer work for all.  Selectboard O.K. will budget for up to 15.00 / hour and 15 hours a week as needed.
• Road Crew Pay – Have meet salary requirements for the year.  Will pre pay towards next year until wages are determined.  Discussion of how much there is to be done to the roads.
• Promissory note - Grader - State has accepted the town’s application to borrow money at 2% but would need to be paid back in 3 years.  Payments would be more than the town voted for.
• Rout 17 / East Street intersection – no action
• Town / Palmer Agreement – no action

Al Karnatz – Chair Planning Commission - Planning Commission just finished their Public Hearing and submitted the changes to the selectboard for their public hearing to be held on Feb. 2. 

MISC. Correspondence

·        Addison County Regional Planning – Invitation to meeting regarding proposed Cross St. Bridge

·        Thank You from C. Donnan for Horse Caution signs

·        Vermont State – Agency Transportation – Rattlin Bridge Project rehabilitation $1,340,000.  Earmarked for project.

·        Equalization study and new Common Level of Appraisal.  85.86. Will need to reappraise again soon.  Equalized Education Property Value $168,654,000.

·        Vermont State – Agency Natural Resources – Public Comment on draft Multi- Sector General Permit ends Feb. 16, 2006.   MSGP – is a 5 year permit that covers new and existing discharges of storm water associated with certain types of industrial activity.

·        Oliver L. Twombly – Law Office – request to avoid judgment.

·        Bottum Properties – letter agreeing to pay legal fees for an agreement to be drawn up to have a sewer pipe under North Street.

·        Vermont Dept. Environmental Conservation – River Management – Request for proposal – Grant s to reduce long-term sediment and nutrient loading from unstable or eroding stream channels and flood plains. 

·        VLCT – Municipal Policy info

·        VLCT – Health Trust Policy – Considering changing the way benefits are allowed for retirees.
