Read and approve minutes make corrections if needed.
7:00 - ROAD CREW UPDATE
- Oil Bids 2 bids received. Opened at meeting.
B&W Fuels .06 over NY Mercantile. Champlain Oil .17 over NY Mercantile.
Larry Buck called B&W Fuels to confirm that the bid was over the NY Mercantile
and requested it be put in writing. Larry Buck motion to accept the low bid
from B&W based on the NY Mercantile price of that day. Second by Amos
Roleau. All agree. Follow up B&W withdrew their bid and bid was given to
Champlain Oil.
- Grader Will purchase for 115,000.00. Loan from
Chittenden. Will sign paper work at next meeting.
- Insurance - New Road crew person would like to
purchase health insurance prior to waiting period. Select Board decided it
would be O.K. for new full time employees to pay for their own insurance
during the trial period.
- Road Access Fee Increased to $50.00. Motion by Amos
Roleau III, Second by Larry Buck. All agree.
- Guide lines for a fire call during working hours Will
be left to Phil Busiers discretion. O.k. To take comp time or pay during a
fire.
- Sign over weight permits - signed
- Sign pay orders signed.
Discussion of roadside mowing Phil Busier would
like to have road crew do it. Looking for a tractor. Phil Busier has info on a
new tractor for $44,000.00. Might be too small. Bagley provided a quote $47.50
to $68.00 per hour. Phil Busier stated it takes one month to mow all of town
once. That would cost $16,000.00 to hire someone. Will continue to look for a
tractor. Paul Audy will work with Phil Busier on finding a tractor. There
dont seem to be any used tractors available. Will need to hold a special vote
to purchase a tractor if one can be found. Paul Audy will check with Bagley to
see if he could mow a single pass as soon as possible.
Phil Busier invited the Selectboard to attend the Road
Commissioner meetings.
Sign contract with pike to do paving - resurfacing
on South Street and East Street. Finish paving on Twitchell Hill. $39.36 per
ton. Will use project money to grind pavement on South Street.
7:30 - NEW BUSINESS
- Visitors business
- Betty Bell West Cemetery Road into west
Cemetery is not passable. Phil Busier will help her cut trees and repair
road. Trees keep falling and damaging stones. She will help out with
Riverside cemetery. Selectboard will pay her $200.00 per year. Larry Buck
motion. Second by Paul Audy. All agree.
- Susie Leonard - Sidewalk / traffic calming Has
reviewed the contract and made some changes. Suggest having Town Attorney
look over and then sign. No work can begin until contract is signed. She will
work on it with Rick from Regional Planning. Discussion of school being on
board to do the front parking area of the school at the same time. Discussion
of how dangerous current situation is.
Harvey Smith Spoke of the resolution he had written to
Regional Planning Commission concerning VELCO. Concerned that there is a
disconnect somewhere in the process. The Selectboard is ultimately
responsible. Feels it is unclear who is in charge. Should be clear that the
Selectboard is in charge. Concerned that no one will negotiate with New Haven
as long as they cant tell who is in charge.
Larry Buck No one from VELCO has ever come to the
Selectboard to negotiate. Discussion of the Public Service Board (PBS) decision
will stand if appeal fails. Harvey Smith suggests that Selectboard negotiate
with PSB. Post mitigation for the Town is not clear. Discussion of Special
Town Meeting and the hopes of the Selectboard to gain some insight from the town
of what direction they would like to go. Instead meeting focused on the
question of negotiation with VELCO and did not look at the bigger picture as the
Selectboard had hoped. Harvey Smith continued to stress the importance of
having some side bar negotiations. That is what Vergennes and Ferrisburg did.
There are five families being left out of the process. (Forrest Drive residents)
- Forrest Drive Residents VELCO Jim Walsh Has had an
agreement drafted and would like the Selectboard to sign it. The agreement
agrees to petition the Public Service Board to keep the power lines in the
existing corridor. Signed by Larry Buck.
Discussion of post certification process. Concern that
there needs to be some negotiating happening. Susan Dann suggested committee be
made up of one person from the Voices group, One from Forrest Drive, one from
Selectboard and several others from town. Would act as advisory committee to
the Selectboard. Larry Buck suggests that they come back with a charge and a
list of names for the Selectboard at their next meeting. Amos Roleau III
Spoke of the power line is going to happen. We need to plan how we want it. And
negotiate. Selectboard is ultimately responsible.
- Event Coordinator and Town Hall Key Look over
sheet of job description for coordinator. Discuss ways to make the key
process work. Store does not want the Key anymore. Suzy will take over.
Need to determine how to make it work. Combination that can be changed
regularly or something. Suzy will do all Town Hall scheduling from now on.
Larry Buck moved to accept the job functions for the coordinator, seconded by
Paul Audy. All agree.

- Planning Commission - Results from Public Hearing
relating to petition from John Madden to change zoning along Route 7.
Select Board will need to hold a Public Hearing. Selectboard will hold a
public hearing on July 12, 2005 at 8:00 pm.
Planning Commission Memo regarding unsolicited survey
passed on to Selectboard. Selectboard considers it to be junk mail and should
be thrown away.
Community Projects Group has raised enough money
purchase the T.V. for the Raffle and does not need to have the Town Purchase the
T.V. Thank you for putting it on the warning for the Special Town Meeting.
