Read and approve minutes make corrections if needed.
7:00 - ROAD CREW UPDATE
- David Heisler Discuss hiring for road crew position.
Paul Audy motion to hire Dave Heisler, second by Larry Buck. All
agree. Larry Motion to move into executive session to discuss salary. End
executive session after approximately 10 minutes. Job offered conditional on
trial period of 8 weeks and completion of CDL license. Will start at $13.00
per hour. Will work part time until he finishes his other job.
- Hepatitis B injections for road crew Bill Brim,
Emergency Manager suggested that the road crew and fire department all have
Hepatitis B injections. Given in a series of three. Suggested that Health
Dept. might provide them. Phil Busier has already started to get them from
his family physician. Select board will pay for his. Barb Torian will
contact health department to see if injections are available for others.
Follow up Fire Dept has already had vaccine. Road Crew should proceed on
their own.
- Bill of sale Backhoe Phil Busier presented a
bill of sale for a 1983 Ford Backhoe, Model 555 Serial # c. Sold to the Town
for $1.00. Phil Busier will be allowed to use the backhoe to dig graves at
the Weybridge Cemetery, as well as to dig on his and / or Scott Busiers
property.
- Grader Amos Roleau will check on rental agreement.
- Contract for STP Bike grant - given to Susie
Leonard to review She found some problems and will try to work them out and
then have town attorney examine prior to Selectboard signing.
- Better Back Roads Grant Application Deadline May 13
- Sign over weight Permits -
Discussion about how to mow road sides. Tractor
would need $13,000.00 to repair. Person who town contracted from is no longer
doing mowing. Phil Busier will look into pricing on renting a tractor or
contracting work out. As well as getting prices on another tractor. Phil
Busier would prefer to have the town mow the road sides, then can be done more
thoroughly and also provides an opportunity for the crew to find potential
problems and deal with them.
7:30 - NEW BUSINESS - Visitors business
- James Ouimette Agreement School Town
Draft of agreement was reviewed and a few changes were made. Amos Roleau -
motion to pass agreement on to the School Board after the changes have been
made. Changes consisted of removing references to voter approval, as that
has already happened. Also add language requesting School take over the
maintenance and cleaning of the bathrooms while school is in session.
Second by Larry Buck. All agree. Larry Buck will pass agreement on to
School Board.
- Brandy Saxton Regional Planning Downtown
designation Presented the application packages. Need to send out 16
packets. Provided list of the things that need to be completed by the
Select Board. Will need to submit letter and application prior to a 1st
Monday of some month and will need to be present when reviewed on a 4th
Monday. Send with municipal planning grant. Brandy Saxton will also
provide the information on a CD.
- David Whitcomb Fuel Pricing Concerned
citizen has done some research on fuel pricing. His company had made an
offer to provide fuel at 8 cents over the Middlebury price. His research
shows that if the town had followed that they would have saved over
$1500.00. Would like to see town use a sealed bid process for getting
prices. Champlain Valley Plumbing and Heating would like an opportunity to
get the towns business. Select Board will put fuel out to bid.
Will request sealed bids as an amount above the mercantile rate. Will
review bids at their next meeting.
- Al Karnatz Planning Commission - appointment and
secretary
- Presented a copy of letter he sent to the States
Attorney regarding Mr. Maddens survey which looked as though it
came from the Planning Commission. Select Board has also drafted a letter
for Mr. Madden. The survey has tainted future surveys that the town may
want to send out.
- Would like to increase the salary for the Planning
Commission Secretary. Select Board O.K. to increase to $10.00 per hour.
- Also looking for one more appointment to the
Planning Commission. Paul Audy motion to appoint Jim Walsh. Second by
Larry Buck. All agree.
- Bev Landon Special Town Meeting Concerned
that the petition submitted stated Article 1 for funding by Australian
Ballot, yet on the warning it is listed as Article 2. She would like the
Select Board to move the article to be heard first. The VELCO article could
take a long time. Select Board has the ability to place the articles on the
warning as they choose and cant change the warning, will have to wait until
the Special Meeting.
Tom Boise - Would like clarification on the VELCO
article. He was asked to set up a meeting with VELCO, which he did. He
understood from one of the past Select Board meetings that New Haven was looking
for the move of the substation and keeping the power lines in the existing
corridor from the substation. He is now wondering where the under-grounding
came from. Larry Buck The Select Board wanted to bring the article to the
voters for their input. The article can be amended. Paul Audy spoke of asking
for the best case scenario then can step back if need too. Discussion about
petitioning the Public Service Board after the meeting for what ever New Haven
decides. VELCO is supposed to do what ever the Public Service Board says. Tom
Boise - VELCO will not move the substation and under-ground the lines, but they
would move the substation and keep the lines in the existing corridor across
Route 17.
Bill Brim Emergency Management Rapid
Response Plan signed and adopted. Motion to adopt by Larry Buck. Second
by Paul Audy. All agree. Also presented sample ordinance of how direction of
control in case of an emergency could be handled.

- Liquor license Welcome Home Restaurant - signed
- Comparison of Zoning fees no action
- Letter written by Citizen appearing to be from Planning
Commission Suggested by Secretary of State that a public reprimand be given.
- Complaint Town Hall Bathrooms will include in
agreement with school. For school to maintain and clean bathrooms during
school year.

Fire Warden Discussion
of George Apgar wanting to continue as Fire Warden. Discussion of difficulty in
communicating and ability to do the job. Decided to allow George Apgar to stay
as Fire Warden. Will appoint a deputy Fire Warden to take over other duties.
