Phil Busier –
List of roads and what they need.
Has gotten some quotes on equipment which would be good to have for emergency situations. Burlington Communications for hand held radio. Reynolds for trailer and emergency equipment. Would also like to update rain gear. Discussion of whether it could come out of traffic fines.
Discussion of repairing mailboxes – People put boxes up with small nails, rotten posts etc. and expect they will hold up when snow hits them and they do not. Road crew does not want to repair boxes anymore. People need to put them up correctly and they will not have any problems.
Conversation with Dick Hosking’s from District 5 - Will be able to get reimbursed for some of the tar on River Road and extend the life of the Culvert repair grant on Plank Road that did not get completed due to last summer being so wet.
Discussion Lime Kiln Bridge – Will need to be rip rapped by hand this summer.
Discussion - Would like to put a culvert in corner of Cobble and Munger Street. Very wet. Will have to get permission from Fred Nicholson.
Phil Busier will ask Pam Kingman to type up work to be done on bridges.
Handout for selectmen to attend monthly meetings on roads usually from 10-2.
District 5 State Highway Dept. – Said it would be O.K. to borrow their equipment in case of an emergency as long as they were not using it.
Vermont State – Reporting of special weight limits – Due Feb. 10th Phil Busier will fill out.
Jim Dumont – VELCO – Discussion about the VELCO decision from the Public Service Board. Decision says they need to move the sub station however; it gives them some flexibility to not move the substation. They still need to do Archeological and wetland studies.
If they can show that it is not feasible to move the station, they will not have to move it. New Haven is required to be part of that decision process. VELCO may try to prove that they don’t have to move the station.
Discuss concessions in other towns and other changes written into the decision. Discuss other issues relating to zoning and individual notification and previous court cases.
Discuss reasons to appeal decision. Dumont believes there are some strong arguments for appeal. 30 days to file an appeal. Voices for Sensible Energy have said they will raise the money. Dumont will not charge the town for any money.
Discussion of reconsideration – not the best way to go. But would delay the appeal process.
Discuss joining with other towns. Discuss requirements for under grounding on town roads.
Burt Allen – Believes VELCO will move the sub station.
Discussion of what kind of recourse the town would have if VELCO decides not to move the sub station. – None, unless appeal decision.
Discussion of court process. Will try to expedite the process to be heard prior to construction.
Discussion of 345 line and VELCO’s interest in continuing that in the next phase of the process.
Larry motion to go into executive session. Second by Amos Roleau. All agree. Enter executive session 7:55 pm Return to meeting 8:00 pm.
Larry Buck motion to authorize Jim Dumont to continue to represent the Town of New Haven regarding issues relating to VELCO and the Northwest Reliability Project, starting with an appeal of the Public Service Boards decision. Second Amos Roleau. Burt Allen abstain. 2 yes one abstain. Motion Passed. Signed document of authorization for Jim Dumont.
Peter Norris Sr. – Has been going to the Planning Commission working on a sub-division. Expressed concern over how Mr. Madden has been slanting the truth by mis-quoting the truth and costing the Town a lot of money on frivolous law suits. Concerned about how one person is making the Town look ridiculous. One person has confused the community on several issues. The people are so confused that they don’t know what is true and what is not. The Selectboard should try to do something about the situation. This is endangering the community. Suggest a nuisance suit for subdivisions.
