Town of New Haven
Present: Burt Allen, Amos Roleau III, Larry Buck, Barb Torian
Others: Wayne Marcelle, Phil Busier, Betty Bell
Agenda: Results
Discuss insurance settlement on L8000 94 Ford Truck – Truck was in the gravel pit during the flood and was submerged in water – Insurance Company would like to open up the truck before making their determination. Quote from Choiniere is around $13,000.00 to open the truck up. Will call the insurance company tomorrow and check on progress. Truck is no longer useable.
One truck has been recalled and is in the shop for those modifications. That left the road crew with one big truck during the snow storm.
Clark’s Truck Center has a second hand 1996 truck with 79,000 miles for $20,000.00. Has plow and wing with new blades, windshield, springs and muffler. Phil Busier would like to have 3 big trucks for just this reason. When one truck goes down they are not stuck trying to do work with one truck.
Discussion of waiting and getting a new truck. Would like to save money. Will still need to purchase a grader. Discuss needing to ask the town to use money from the equipment fund. Discuss not being able to wait need a truck now. This is a good truck. If we don’t get it now it won’t be available later. Discuss trying to lease to own. Clark’s won’t do that with a used truck.
Burt Allen motion to purchase the 1996 Int’l used truck for $19,925.00 from the Equipment Fund. Second by Larry Buck. Amos Roleau abstain. Motion Passed. Will transfer insurance from L8000 to this truck.
Discuss need to increase the Equipment Fund – At the current rate of $ 20,000.00 per year and the increase in the cost of equipment there is not enough money in the fund to replace equipment that is no longer functioning. We should be replacing equipment on a regular basis trucks every 5-7 years. Phil Busier will write up a replacement schedule.
Discuss other towns being interested in screening sand at the same time - will be able to get a better deal if work together.
Phil Busier will go first on the agenda at selectboard meetings from now on. Visitors business will start at 7:30. (Except for meetings on Jan. 4th and 18th which have already been scheduled. Meeting on the 18th is to start at 6:30 with the Planning Commission)
Wayne Marcelle – Animal Control Officer – has received another complaint on dog running loose. Dog has also bitten a driver from Casella. The dog is often loose in the park. There is already a restraining order on the dog. Discuss bringing in the States Attorney to deal with the situation. May need to stay at town level. Will look into situation and issue a ticket if necessary.
Larry Buck – update on land from school – He went to the School Board meeting where they reviewed the proposed lease agreement. Will meet together on Jan. 18th to finalize the proposal.
Discussion of labor laws.
We will need to borrow money at next meeting if money from FEMA does not come. The road budget is running in the red from the flood the general fund is being used to cover those expenses until we get the money from FEMA.
Next meeting January 4th 2005.
