Town of New Haven Selectmen’s Meeting

 Present:  Larry Buck, Burt Allen, Amos Roleau III, Barb Torian

Others: Ross Nagy, Phil Busier, Steve Dupoise, Dean Gilmore, Harvey Smith, Gerald Masterson.

 Ross Nagy from Vermont Emergency Management provided an overview of the process:  Disaster occurs, local response, public and private damage assessment from various agencies.  (Red Cross, FEMA, etc.) Agencies will compile information. Governor will then determine if he should request assistance from Washington.  Washington then could take up to 2 weeks to respond.  

If a declaration is made and assistance becomes available there are three types of assistance available – Individual Public and mitigation.  Federal assistance usually only comes for primary personal residence not driveways.

 FEMA will repair damage to pre disaster conditions.  If there are road standards mitigation monies might be available to bring roads up to standards.  

Discuss road standards.

 Review road plan adopted 5/4/00. Review road and bridge standards adopted 6/22/01.  Review Road Access permit application and requirements adopted 6/4/81.

Discuss North Street and Sawyer Road Culverts – Ross Nagy will get information on hydraulic studies for both.  Fred Nicholson will be here on Friday to inform about water issues. 

 Town Hill Road is now open.

 East Street, South Street and Sumner Road remain restricted.  North Street and Sawyer Road remain closed.

 Discuss hiring someone to do the paperwork for the disaster if declared. 

Burt Allen motion to hire Beanie (Gerald) Masterson to do paperwork for FEMA.  Second by Larry Buck.  All agree.  Pay rate to be determined.  Ross will check with FEMA on rates. 

 Discuss potential health issues – Steve Dupoise, Health Officer will put a notice in the newspaper regarding potential issues and how to test water.  He will also contact the Health Department. 

 Sign letter for grant application.

 Discuss Knox box for Town Hall.  O.K. to put one in. 

 Need to report gravel pit damage to Bristol.
