7:00 - Public Hearing - Zoning and Subdivision Regulations

AL Karnatz gave over view of what has happened with the zoning and subdivision regulations in the past.  Discussion of wanting the regulations to match the Town Plan which was approved in 2000.  See attached hand out for comparison of regulation changes.  No development review board, extended current zones to end of roads, tightened up home based business and no bonus for planned housing development.  They will be sending a letter to the town’s people.  Changed the flood hazard zone to an overlay district.  Made some administrative changes.  Added square foot limits to the village area but did not change the districts. Defined some terminology and requirements.  New section 620 on emergency vehicle access for new driveways.  Expanded home occupation to allow an external building on the property to be used by the owner, with limits on parking and hours.  Major subdivisions will need to notify landowners by mail 10 days prior to the hearing.

 

But Allen – Thanked Planning Commission for their time and hard work.  He believes they have come up with something everyone can live with.

 

Discussion development review board would still be a good idea but people are not ready for it.

 

Jim Mahan – asked for clarification on how new regulations will affect him with his new subdivision.  No significant difference from last time he divided land.

 

Nina Bacon – Expressed concern over confusion on the last several votes.  Would like to trust the Planning Commission that they are not trying to pull something over on the people.  People are suspicious and confused.  Would like to see a one page clear and concise outline type document for the public. 

 

John Madden – Handed out his version of changes he would like to see for new regulations.  Expressed concern over changes to home based business. Does not think it is fair to neighboring property owners.  Property values could go down when industry pops up near by.

Discuss planned residential development (100 acres 10 houses with houses clustered close together and most land kept open)

John Madden – recommend that the select board send the regulations back to the planning commission.  He will campaign against this proposal.

 

Nina Bacon asked John Madden to wait.

 

Al Karnatz – John Madden has been part of the process but does not want it to move forward. Wondered why.  Planning Commission is trying to compile regulations that go with the town plan.

 

John Madden – Discussion of town plan and regulations affecting each other.

Selectboard approved regulations and will put to vote at town meeting

 

 

Read and approve minutes make corrections if needed. 

 

NEW BUSINESS

 

 

 

Larry Buck and Suzy Roorda will go to the grant workshop.

 

Selectboard will not sign town hall application for contra dancers or basketball.
