NEW BUSINESS
- Library – Michael Manley – Discuss the Library
budget – The budget is $35,000.00 higher then last year due to the need to
relocate. The school has asked them to be out of the school. The $35,000.00
will be used to purchase a temporary building with power. Currently looking
at being able to put the building over by the church. This would be a one
time request. Operating expenses will still be needed. The Library Trustees
asked the School Board for a three year extension to remain in the school and
they were turned down. The School Board wants the space. The Library is at
their highest level of programming and circulation. They have a grant of
$50,000.0o for materials and programming that they are currently unable to
take advantage of due to lack of space / conflict with school. Will try to
negotiate ability to use some of the money for the temporary space. They also
qualify for more grant money once they get a space. Larry Buck went to the
meeting and spoke with the School regarding the friction in the community
regarding the library and how it would be best to work together. This will
cost the town an additional $35,000.00 for the town to keep the library
going.
Discuss potentially putting the
library in the proposed meeting room of the community center until they can get
more money together. They could potentially raise enough money to pay for a
portion of the community center. Larry Buck will check with Robie Stoner about
potential code issues. The Library would want 1200 sq ft which is larger then
the current thought of 880. Discuss moving the house closer to the road and
decreasing the parking area in order to not have to move the ball field.
Library would like to get some of the money back if and when they move into
there real space. Library expressed concern for what to do if the renovations
don’t happen.
Discuss school taking over the
proposed project in front of the school. Need to let people know what is going
on. It will be cheaper to do it all at once. It is hard to show a projection
for the future, might be able to get a map showing population density now, then
and in the future.
Discuss personnel issues with
librarians.
Harvey Smith – Has spoken with
the governor regarding the VELCO project. State offices do not think the project
will be stopped. But, encourage the town to be involved in the process. Public
Service Board is required to look at town’s position but they can ignore them.
Discuss whether the state is looking at legislation to solve energy problems.
They are working on some policy. Discuss conservation possibilities. Discuss
Septic issues and legislation.
- Listers – Reappraisal – Discuss how reappraisal
went. Discuss how the state sets the rate for utilities. There is currently
legislation which would make it so the state would have to defend their own
position instead of having the state set the rate and the town’s trying to
defend the position. Discuss Vermont Appraisal Company. They are fair,
accurate and pay attention to detail. This is both an asset and weakness.
In speaking with the state they say he is the best there is. They have the
least amount of problems with his work. He has an excellent memory. He was
under a lot of stress and that would have caused him to be on edge during some
of the grievance process. He does tend to take things personally. He did all
the data entry, which took a long time. The Listers would like to keep Kermit
as their consultant. Select Board O.K.
- Heffernan – Act 250 – Burt Allen has been talking with
the Heffernan’s about how to deal with the road situation if they do more
hauling out of their pit. Discuss using some gravel from our pit to build up
the road and have Heffernan’s supply the stone for the sides and ditches.
Discuss making sure the ditches are deep enough. Will continue to work on a
solution.
- Budget – Auditors and Listers wage increased to 10.50
per hour
Clerk and Treasurer
increase 1,000.00 to salary
Health Officer increase of
50.00
Zoning Administrator
increase to 12.50 per hour
Assistant increase by .50
per hour
Discuss putting Salt shed on
warning. Look at proposed drawings. 120,000.00
Discuss putting question about
allowing voting machines to be used. State will purchase machine for the town
this year at a price around $5,900.00. The State has some federal money
available this year. Machines will only be given out this year. There will be
programming costs between 800.00 and 1800.00. The state will pay the warranty
until 2007. Town would have to pay after that around 200.00 per year.

Budgeted items
King House – Community Center
- New Road off Route 7 would like to call it Victory Lane
- Eugene Charlebois would like to name the new road for his subdivision.
Suggested name Victory Lane. Select Board O.K.
- Appoint Emergency Manager - Can’t find anyone.

- Road Access Permit – Cardinal Freight Carriers - signed
