Read and approve minutes make corrections if needed. 

 

NEW BUSINESS

  • Rick Pollack – Road Access problems –  Discuss Road Access to building lot on Hallock Road.  He has cleared the brush and raised the driveway.  He believes distance to nearest curve is 175 feet and regulations state 150 feet.  He has been on Fire and rescue and understands the issues with driveways not being accessible.  He does not think driveway is a problem, you just need to look.  Maybe put up a hidden drive sign. 

Selectboard has been out to look at the situation and they believe it is dangerous.  Discuss need for 30 by 30 accesses.  Why does he need to have such a large access?  Selectboard would like access to be large enough for two vehicles to pass at one time.  Allen will go look at site again tomorrow at 9 am.

 

  • Heffernan Gravel pit on Plank Road. – no show

 

  • Liquor License – Greg West – Rt 7 Restaurant and Pizzeria – Selectboard is concerned about family oriented operation and liquor. Do not wish to issue license until know more about what type of activities will be happening at location.  West - Would be for beer and wine and would not be served outside.  Hoping to boost sales. Is considering putting in go carts and miniature golf.  Selectboard – Asked if west has looked into insurance.  West – Not yet.  Discussion of catered activities or banquet hall. Discuss trying to make location a destination spot. Selectboard suggest West check into go cart and liquor insurance and then come back.

 

  • Sue Ford – Delinquent tax issues – Has delinquent tax sale of a mobile home and is concerned that it might not sell at tax sale.  Would like to know if selectboard is willing to purchase.  Selectboard will purchase.  All agree.

 

  • West Cemetery – Plot plan – Bell – Discuss where boundary line for cemetery is.  Atkins have been upset by people trimming graves at cemetery and then continuing on their property.  Suggest putting up a fence.  Selectboard will meet with Atkins and decide where to put a fence. Bell will give estimate on cost to do a plot plan for the cemetery. 

 

  • Dean Gilmore – Request for more road patrols – Traffic going very fast. ( unable to attend) – Increase patrols to 40 hours a month.  Will look into ordinance to set speed to 45 MPH unless otherwise posted.  Discuss how fast people are traveling. 

 

  • Lister’s – request for additional extension of time to complete Grand List. – signed. 2 week extension

 

·        Sign warrant to kill unlicensed dogs. – Signed

 

  • Town Hall Permit – Smith – signed

 

  • Appoint Emergency Manager  - Still looking

 

Appoint Steve Dupoise Health Officer

 

 

 

  • Appoint steering committee for sidewalk Feasibility – Tory Rule, Barb Torian, Suzy Roorda, Phil Busier, Betty Bell, Al Calzini. Next meeting Aug 14, 2003 at 7:00 pm

Larry Buck – update – King House- Meeting Wednesday Aug. 13, 2003 5:00 pm – Sidewalk study and school have all been included in overview.  Otter Creek Engineering has been brought on board. Septic system is being measured by Masterson and Bell

 

Discuss dead trees on River Road in right of way which need to be removed.

 

VELCO representatives for Town – Donna Fournier, John Peters, or Bill Paine.

 

Next meeting August 28th 6:00 am – to set tax rate.

Regular meeting will be Wednesday September, 3, 2003 at 7:00 pm

MISC.  CORRESPONDENCE

  • State of Vermont – Agency Natural Resources – Petroleum clean up fund – Will only handle priority claims until fund balance increases.
  • Department of Public Saftey – Public Assembly Permit request – Mud Run – Sept. 6 & 7 2003.
  • State of Vermont – Agency Natural Resources – Under ground tank – Steel tank owners – be aware that there are failures in these tanks appears to be from water inside tank causing internal corrosion – Suggest remove water from tank – removed water should be treated as hazardous waste.
  • Town of Middlebury – Septic treatment info 48,550 gallons septage treated from New Haven during April1 – June 30.
  • Madden – copy info sent to Zoning Administrator – Charlebois subdivision
  • Addison County Emergency Planning Committee – Disaster training drill – Copy of letter to Field Days –Thank you -  recommendations and hope to continue future drills due to success of this one.
  • Vermont League of Cities and Towns – Municipal Policy – to file
  • Ouimette - Motion to dismiss – Road Access – Neri / Chapin et al.
  • State of Vermont – Agency Natural Resources – Hazardous sites list – To file

·        John Madden – Letter of concern regarding Charlebois parcel on Route 7. written to zoning administrator

  • Northern Architects –King House
  • Velco – Petition to enlarge power lines and substation. – Related documents – On going many documents
·        KD Associates – Asbestos study King House- 1st floor bathroom tile contains some asbestos- otherwise house looks clean.
  • Ouimette – forward from Supreme Court - Madden appeal environmental court decision - Norris subdivision – support trial courts decision that sub division met existing regulations.
