Read and approve minutes make corrections if needed.
NEW BUSINESS
- Linda Horn – Noise problems – Would like to try
to reduce the amount of noise going by her house on Route 7. Contacted the
State to ask about putting signs up on Route 7 to limit the amount of noise
coming from trucks. State said town would need to have an ordinance before
they can do anything. Discussion of what type of noise was coming from the
trucks. ( “Jake” brakes, air release) Horn would be willing to do some work in
getting an ordinance together. Allen- will contact Dick Hosking (District 5
State Highway) to try and find out about requirements and what would be
allowed. Discuss making sure they get information in writing.
Sheffert – Also has a noise
issue that should be considered if they decide to write an ordinance. Neighbor
of his has a dirt bike track, they don’t mind once in awhile but has a problem
when they go 4 days in a row of all day noise. Have spoken with neighbor and
hope the problem has been solved through a compromise. Will call if they have
further problems.
Discussion of dirt track being a
potential zoning issue. Discussion of nuisance ordinance. Discussion of dogs
barking also being a problem from time to time. Will wait to hear what Allen
finds out.
- Hire professional services – septic consultation –
Sleeper property - Buck working on potential purchase of a portion of the
Sleeper property. One option would require moving the leach field. They
would need to hiring a consultant for $2,000.00 to develop a plan and
determine costs that would be involved if pursue this option. The Town would
own the information. Decided Buck would go back and discuss several options
with Sleeper before hiring a consultant. What would she be willing to do and
how much is the property worth. Could line be moved so leach field is not
involved?
Donald Johnston is willing to
donate his time to survey property.
King house – Discussion
State requiring monitoring of the septic system flows for up to 6 months. Betty
Bell willing to do weekends for a couple of months then hope would be able to
drop weekends and continue monitoring for remaining time. Would like to change
the scope of the project and call it a Community Center. In hopes of broadening
the uses and allow for other funding sources. Next meeting with architect will
be Wednesday July 16, 2003 at 5:00 pm Town Clerks Office. Buck will continue to
go as selectboard representative. (see attached)
- Hazard Mitigation Plan – signed
- Appoint Emergency Manager - Spoke with several
people. Concerned that can’t be a person already in the emergency services
business, because they will be otherwise involved. Hoping to here back from
one of the people by next meeting.
- Appoint steering committee for sidewalk Feasibility
– Try Andrew Jackson, Suzie Roorda and the Everest’s.
- Municipal Impact Questionnaire – Act 250 – Heffernan
Gravel pit on Plank Road. – Busier will gather more information on the
road to be added to form prior to returning. Concerned about extra weight
load on road.
- Liquor License – Greg West – Rt 7 Restaurant and
Pizzeria – There has not been a liquor license at this location before.
Concerned about what other activities will be going on at location. Would
like to have West come to next meeting and discuss plans with selectboard.
- Lister’s – request for additional extension of time
to complete Grand List. Signed with reluctance. Consultant is taking
longer then expected.
- Appointment to Transportation Advisory Committee.

ROAD CREW UPDATE
Discuss need to spray guard rails with weed killer.
Mileage count is done, Plank Rd ready for paving as soon as Pikes can get here.
Discuss culvert repair and whether permits are needed for repair. No permits
needed. Discuss railroad crossing and coordination problems while working near
crossing. Would like to have someone help with paper / computer work that road
crew can’t get to. Pam Kingman willing to do the work. Selectboard O.K.
Discuss problems with curb cut on Hallock Road. Will not
issue road access to Pollack. Fee will be returned. Building permit was issued
on the premise that he already had a road access. Turned out he did not. Very
dangerous location and driveway needs to be moved to a safe location before a
curb cut will be issued.

of strengths and weaknesses – ideas for future – looking for your input.
