New Haven Planning Commission Meeting

November 4, 2004

New Haven Town Hall

Meeting was called to order at 7:00 PM

Sue Perna and Jamie Hutchins – 2 lot subdivision  - 1004 Twitchell Hill Road.

Sue Perna is in the process of purchasing 1004 Twitchell Hill Road, which currently has 92.7 acres.  Sue produced a sketch plan for a minor subdivision of this lot.  She will be keeping the house, 2 outbuildings, a carriage barn across the road and a total of +/- 37 acres.  They would like to subdivide off the remaining +/- 53 acres.  This parcel has access to electric and has enough road frontage.  Sue would put in a driveway for a new house lot. They have no potential buyers as of this date.

Allen Karnatz indicated that when she comes back for the final hearing, the sketch plan will need to indicate the proposed new house site, well area, septic and replacement locations for the new lot.  In addition, the plan will also need to show the existing septic, the new septic replacement area and the location of the existing well for the lot she is keeping.

Allen Karnatz asked if she wanted to warn this for the December 2, 2004 meeting.  Sue indicated that since they are not closing until the 10th of December, she would need to come back to the Planning Commission in January 2005.

Allen Karnatz explained the Planning Commission Process:  When she is ready to come to the Planning Commission, she will need to produce a final sketch plan for approval.  The Planning Commission will then schedule a public hearing for the following month.   Since this is a minor subdivision it will only require 1 public hearing.

Pete Norris  - Sketch plan for major subdivision on Route 7.

Pete presented a sketch plan to the Planning Commission asking to proceed to a warned hearing in January 2005. 

Asked if there were any changes Pete replied there were no changes.  Jim Walsh asked about parking   Pete replied there would be no parking on the south side. Then the question is "what is the front, Pete's intent is to keep the total building and facilities outside the service area, toward Campground or Route 7, not on the south side or the buffer area.

Allen Karnatz asked if the access road from Dog Team would be posted to prevent trucks entering/exiting.  Pete replied that would be more acceptable for truckers to come and go via the Campground Road entrance.

Pete mentioned that this subdivision meets the requirements for highway commercial, road frontage, setback, etc.  Kate Lampton asked how big lots would be.  Lot sizes would roughly be 2.2 to 2.3 acres.  Jim Walsh asked about the highway commercial/highway industrial regulations and discussion on this subject was given, but Allen Karnatz did not see any conflict between the regulations.

Allen Karnatz mentioned that this is a major subdivision and will require at least 2 public hearings.  Before the first public hearing, Pete Norris will need to present to Keith Hall, no less than 15 days before the meeting a final plan.

Jim Walsh made a motion "to warn as a commercial subdivision, preliminary hearing for January 8, 2005. Tom Boise 2nd .

Review of October 7, 2004, minutes.

Tom Boise made the motion to approve the minutes of the October 7, 2004 meeting.  Allen Karnatz 2nd.

Jim Walsh asked if the Planning Commission needed to approve the October 16, 2004, On-Site Visit to Pete Norris' property corner of Route 7 and Campground Road.  Allen Karnatz mentioned that it was a summary of the visit not an official meeting; no approval was necessary.

Correspondence.

Received November 1, 2004, Greg West will drop the banquet hall request.  This was in reply to Keith Hall's letter indicating the Planning Commissions action at the October meeting.

Letter from Steve Dupoise.

Letter about an Act 250 application for Bill Shafer.  Allen Karnatz thought the Planning Commission had gone through a site plan approval.   Allen will refer to Keith Hall for an explanation regarding this.

 New Business.

 Someone wants to put up a large horse facility on South Street.  Discussion occurred on the difference between commercial stables and private stables and what is considered agricultural use.

 The State will decide next week on the grant.  Allen Karnatz will do a phone poll among Planning Commission Members to get their vote/thoughts on either Landworks, or the Planning Commission.

 Jim Walsh did not make the meeting regarding the new ACT 117, State Regulations.  Allan Karnatz briefly filled the Planning Commission on some of the new regulations:  Planning Commissions statewide, need to have certain regulations (i.e., written rules of procedures, conducting public hearings, executive sessions, etc.) in place by December 2005.
