PLANNING COMMISSION MEETING

TOWN OF NEW HAVEN

April 1, 2004

 

The regular monthly meeting of the New Haven Planning Commission was held on April 1, 2004 and started at 7:00 p.m.  The following members were present;  Jim Walsh, Art Sherman, John Evers, Tom Boise, Don Johnston and Keith Hall.  The meeting was called to order by Chairman, Allen Karnatz.  The following attended:  John Madden, Tim Goyette, Mike & Christine Dunbar, Frances & Margaret Sturtevant, Bill Heffernan, Dave Whitcomb, Pat Whitley, and Kate Lampton.

 

Keith Hall will contact Langdon Smith, Jr. regarding any further interest he may have in the Boundary Line Adjustment that has been discussed with the Planning Commission.  Keith will also check with Pat Palmer who wishes to subdivide a parcel on Hunt Road.  There was question as to how long we can keep a “continuation” going.

 

Visitor’s Business:

Tim Goyette was present with a sketch plan to discuss subdividing 2 acres of his land and giving it to his mother, Mary so she can have and sell 10 acres of her property.  The septic has already been tested and the 3 lots would be subject to state review.  This would be considered a Boundary Line Adjustment and then a minor subdivision.  Jim Walsh made a motion, seconded by Art Sherman to warn this Boundary Line Adjustment and subdivision for the May meeting; all approved, no opposition.  Don Johnson abstained because he is the land surveyor for the applicant.

 

Frances & Margaret Sturtevant brought a sketch plan for their wish to put a trailer on their property.  There is no requirement for subdivision approval; they only need a building permit.  Frances will meet with Keith to fill out an application.

 

Mike & Christine Dunbar, who have bought Middlebury Fence Company want to move to Addison County and are looking to buy property located at 1263 Dog Team Road, the White River Timber Frame Company.  They would like to have a business that will employee 8 people and would operate yearly from April to November.  There would be 3-4 employees there during the day and the rest would be “out in the field”.  They would like a variance to do this and also would like to put up a sign.  This is zoned RA10, not a Commercial Zone.  Allen Karnatz and Keith Hall feel as though the ZBA should be the board to handle this issue and to discuss the possibility of a variance.  Keith Hall will give them an application for the ZBA.

 

Bill Heffernan, Dave Whitcomb and Pat Whitley were present to discuss purchasing and subdividing the land located on Daniels Road and Route 17.  They need to own the land or show they are duly authorized in order to proceed.  The land is 29.4 acres total and has not been surveyed.  They want to subdivide it into 2 lots.  There will be road frontage on both lots.  This would be considered a minor subdivision.  This will be continued onto the May meeting.

 

Kate Lampton, from the Green Belt Alliance (GBA) was present to discuss the Roadscape Program.  The master plan is using the land from Green Haven Gardens, the Upper Room Design Center and by the New Haven Power Equipment, located on Route 7.  May 12, 2004 there will be a meeting for the landowners to discuss ideas for landscaping.  Kate asked the Planning Commission what things we’d like to see along this corridor and if we have any commercial development concerns.  John Madden feels the GBA is a little intrusive and encourages more attention given to the 7 & 17 Junction area.

 

John Madden handed out a copy of the new petition on the Zoning & Subdivision Regulations.  He stated he would work on getting the rest of the 56 signatures. 

 

 

 

 

Keith Hall mentioned that Mark Smith would have to have a site review for his wishes to build a barn for animals and storage on the non-industrial portion of his parcel located north of the Mobil Station.  Before Keith can issue a permit, Mark will have to come to the Planning Commission to explain his plans.  Section 321, Exemptions in the regulations was discussed.  Keith will discuss this issue with Mark and if he doesn’t need a permit for the building, because it may be exempt, then he may proceed to build the barn.

 

The March 4, 2004 meeting minutes were handed out and reviewed.  Some corrections were made and Art Sherman made a motion to approve them as amended, Keith Hall; all approved, no opposition.

 

George Merritt has not been reappointed to serve on the Planning Commission board.  Tom Boise and Don Johnston have been appointed and will serve. 

 

Allen Karnatz spoke about the grant and stated that we should be receiving the last part of it in May.  However, if we do not have a need for it, then we will forfeit it.  After a brief discussion, it was decided we do not have a need.

 

Meeting adjourned at 9:25pm with a motion from John Evers, seconded by Keith Hall; all approved.
