PLANNING COMMISSION MEETING

The regular monthly meeting of the New Haven Planning Commission was held on January 8, 2004 and started at 7:00 p.m.  The following members were present; George Merritt, Jim Walsh, Allen Karnatz, Art Sherman, John Evers and Keith Hall.  The meeting was called to order by Chairman, Gary Baker.  The following attended: Wright & Roger Stowe, Tom Boise, Jim Foley, Eugene Charlebois, Mark & Dawn Smith, Ken Weston and John Madden.

 

Tom Boise and Michael & Kimberly Estey wish to reconfigure boundary lines by transferring equal-sized 2.09-acre parcels between their adjacent properties.  Boundary Line Adjustment  (BLA) 03-03.  Tom brought copies of the maps and the Mylar for final approval.  The pins are in and no new parcel has been created; just a BLA.  Allen Karnatz made a motion, seconded by Art Sherman to accept the BLA; all approved, no opposition. 

 

Tom Boise wishes to subdivide his property into two parcels.  This is a hearing on a Minor Subdivision 12-03.  Tom brought copies of the maps and the Mylar.  George Merritt feels that Adam Lougee needs to come and advise us in which direction we should go on this subdivision.  George Merritt made a motion to table this indefinitely; no motion second, so it failed.  Keith Hall made a motion, seconded by John Evers to approve the subdivision; all approved, no opposition.  Allen Karnatz made an amendment to the motion, seconded by John Evers that this parcel can only be conveyed to VELCO; all approved, but one opposed – it passed.  George Merritt made an amendment to the motion to have Adam Lougee come up and tell us whether this is a BLA or a subdivision; no motion second, so it failed.  Tom asked if he can swap land with VELCO and will come back at later date for further discussion. 

 

James & Stephanie Foley wish to divide land on Munger Street into three lots.  This is the final plat hearing for a Major subdivision 09-03.  James brought copies and the Mylar.  The pins are in.  George Merritt made a motion, seconded by Jim Walsh to approve the major subdivision; all approved, no opposition.

 

Recessed the Public Hearing and opened the Planning Commission meeting at 8:00 p.m.

 

Eugene Charlebois wishes to subdivide a parcel of land on Route 7.  This is a continuation of the first hearing of a Major Subdivision SUB 01-03.  Eugene stated that Bob Haslam would not submit the letter we are looking for; we have to contact him directly.  Keith Hall will request this.  Eugene brought in copies and the Mylars of the subdivision.  One Mylar shows the lot information, the other the sewage.  George Merritt made a motion, seconded by Jim Walsh to warn it for the final hearing; all approved, no opposition.  This will be warned for the February hearing.

 

Wright Stowe wishes to subdivide some of his property into seven lots.  This is the final plat hearing of a Major Subdivision SUB 06-03.  Roger & Wright brought the second Mylar that we were waiting for.  All the pins are in.  George Merritt made a motion, seconded by John Evers to approve the major subdivision; all approved, no opposition. 

 

Mark & Dawn Smith, owners of the White River Timber Framing were present to discuss the creation of a new business, Deerview, LLC.  They brought a sketch map and stated they wanted to create a building envelope consisting of four lots and a 5th lot that would encompass them.  Total acres would be approximately 66 acres.  We need an application and a letter of intent.  Keith Hall will get an overlay of this property from Kevin Behm of the Addison County Regional Planning Commission.  The Smith’s will return next month.

 

Keith Hall typed up a 2003 Planning Commission Report and John Evers will get a report from the Zoning Board of Adjustment to add to this report.  The deadline is next week.

 

The December 22, 2003 Public Hearing was discussed and the unnamed woman is Donna Fournier.  A few corrections/additions were made and they will be submitted to the Town Clerk for the record.  (The response to Tom Boise’s clarification on HBB was defined;, as was Tim Boutin’s interest in the difference between a HBB and HO).  George Merritt made a motion, seconded by Art Sherman to approve the December 22, 2003 Public Hearing meeting minutes; all approved, no opposition.

 

The December 4, 2003 monthly meeting minutes were reviewed and a change was made that Tom Boise wanted to apply for three (not two) BLA’s; Boise to Estey, Estey to Boise, and Boise to VELCO.  George Merritt made a motion, seconded by Art Sherman to approve the December 4, 2003 monthly meeting minutes; all approved, no opposition.

 

Allen Karnatz suggested sending out a town mailing regarding the Town Plan and wanted the Planning Commission’s support in doing so.  He will gather information from Adam Lougee and will report back next month.  It was suggested mailing something out about two weeks before town meeting.

 

The West application has gone to the ZBA for further handling and the conditional use definition has been discussed. 

 

Keith Hall wants to know what he should do about James McGrath and his wish to add portable storage containers to his approved self-storage business.  There is question as to whether it should be considered a change of use vs. a conditional use.  The definition of a Warehouse was discussed and according to the zoning regulations, a Warehouse is a structure that is attached to the ground.  The portable trailers do not fall under this definition and it was decided that James apply for a conditional use permit.  Keith Hall will talk to him about it.

 

Correspondence dated 1-08-03 was received from John Madden regarding Related Civil Action and opposition literature relating to Eugene Charlebois’ subdivision.

 

Meeting adjourned at 9:40pm on a motion made by Allen Karnatz, seconded by Art Sherman; all approved, no opposition.
