243rd Annual Town Meeting of New Haven, Vermont

            The legal voters of the Town of New Haven are hereby warned and notified to meet at the Town Hall in New Haven, Vermont on Tuesday March 1st 2005, at 9:00 am to act on Articles 22 through 35; and on Tuesday, March 1st from 7:00 AM to 7:00 PM to vote by Australian Ballot on Articles 1 through 21.

A DISCUSSION PERIOD FOR THE AUSTRALIAN BALLOT ARTICLES WILL BEGIN MONDAY EVENING, February 28th, 2005 AT 7: 00 PM.

Will the Town of New Haven appropriate the sum of $ 550.00 to WomanSafe, Inc. to support their mission to: work toward the elimination of physical, sexual and emotional violence against woman and their children through direct service, education and social change?  Said sum to come from General Funds.  ARTICLE 22.  Shall the voters of the Town of New Haven vote to approve the resolution concerning the war in Iraq and the deployment of members of the Vermont National Guard in that war, as attached to the petition and incorporated herein by reference, and then send a copy of the resolution to Vermont’s state and federal office-holders?  (A copy of the full resolution can be viewed at iraqresolution.org or at the Town Clerk’s office.)    Amended     Divided     Passed

 ARTICLE 23. Shall the Town of New Haven vote to pay real estate taxes to the Town Treasurer on October 3, 2005; delinquent taxes will be subject to interest charges of one percent per month and an eight percent penalty charged against them from October 3, 2005?     Passed

ARTICLE 24.  Shall the voters of the Town of New Haven vote to appropriate not more than $ 10,000.00 for the purpose of reprinting the existing Town History Book?  With any revenues from book sales being returned to the General Fund.    Passed

 ARTICLE 25.   Shall the voters of the Town of New Haven authorize the Select Board to enter into an agreement with the Board of School Directors with respect to the shared use of the water well system, the sewage and wastewater system, responsibility for the maintenance and upkeep of the Town Hall, the transfer of a small parcel of land adjacent to the King House property and the ball field?    Passed

 ARTICLE 26.  Shall the voters of the Town of New Haven vote to appropriate not more than $ 3,200.00 for the purpose of hiring a recreation and community organizer?    Passed

ARTICLE 27.  Shall the Town vote to appropriate $ 25,000.00 to be added to the Truck Replacement Fund for the Fire Department?    Passed

 ARTICLE 28. Shall the voters of the Town of New Haven Vote to appropriate up to $ 27,000.00 for the purpose of repairing the roof on the Fire Station?    Passed

 ARTICLE 29.  Shall the Voters of the Town of New Haven vote to lease a grader for $ 23,000.00 per year?  With an option to purchase the grader for one dollar after the fifth year.    Amended      Passed

 ARTICLE 30.  Shall the Town vote to appropriate $ 65,000.00 to be added to the Reserve Facilities Fund?    Passed

 ARTICLE 31.  Shall the voters of the Town of New Haven vote to return to holding Town Meeting on the Monday night before the first Tuesday in March?   Amended to 4 pm Start  Passed

 ARTICLE 32.  Shall the voters of the Town of New Haven adopt the proposed Road Fund Budget in the amount of $ 589,675.00 a portion thereof in the amount of $333,666.10 to be raised by taxes, for the purpose of maintaining town roads for the year 2005?    Passed

 ARTICLE 33. Shall the voters of the Town of New Haven vote to appropriate the following sum of money for the proposed 2005 General Fund Budget, being $ 309,913.40 less the 2004 surplus of $ 33,943.61 less anticipated revenues of $96,782.61 for an amount of $179,187.18.  This amount to be increased by any additional monies voted affirmatively in prior articles of this Annual Meeting or voted affirmatively by Australian ballot on March 1, 2005. Tax rate to be determined by the Selectboard.    Passed

 ARTICLE 34.  To accept the Auditor’s Report for the year 2004.
